Why use while True to read records?
Short answer. Because you do not know how many records the file holds.
Which error ends the loop?
EOFError, which means end of file.

How many records are in the file? Nobody tells you. The file is already open in read binary mode. Loop with while True. Each load puts one record in r. EOFError stops the loop. Put while True inside try. Except EOFError ends it.
